Bei diesen zwei Grundmodellen wird die seit der Habsburgermonarchie wichtige formale Bildungsform Höhere technische Lehranstalt, HTL, jeweils als Beispiel vorangestellt. Der Bologna-Prozess findet durch die Folgekonferenzen bis in die Gegenwart statt. Im Zentrum der Bildungsüberlegungen steht die europäische Wettbewerbsfähigkeit und die Beschäftigungs- und Arbeitsmarktfähigkeit der einzelnen formalen Bildungszyklen.
